การวิจัยครั้งนี้เป็นการวิจัยเป็นแบบผสานวิธี (Mixed Methods Research) มีความมุ่งหมายเพื่อ 1) ศึกษาความต้องการจำเป็นของการบริหารเครือข่ายความร่วมมือทางวิชาการของโรงเรียนประถมศึกษา 2) พัฒนากลยุทธ์การบริหารเครือข่ายความร่วมมือทางวิชาการของโรงเรียนประถมศึกษา 3) ตรวจสอบความเหมาะสม ความเป็นไปได้และความเป็นประโยชน์ของกลยุทธ์การบริหารเครือข่ายความร่วมมือทางวิชาการของโรงเรียนประถมศึกษา และ 4) จัดทำคู่มือการใช้กลยุทธ์การบริหารเครือข่ายความร่วมมือทางวิชาการของโรงเรียนประถมศึกษา โดยดำเนินการเป็น 4 ระยะ ดังนี้ ระยะที่ 1 การวิเคราะห์เอกสารและงานวิจัย การสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 9 คน พหุกรณีศึกษาเครือข่ายความร่วมมือทางวิชาการที่มีผลการปฏิบัติที่เป็นเลิศด้านวิชาการ จำนวน 3 เครือข่าย และศึกษาความต้องการจำเป็นในการบริหารเครือข่ายความร่วมมือทางวิชาการของโรงเรียนประถมศึกษา โดยสอบถามความคิดเห็นจากผู้บริหารสถานศึกษาและหัวหน้างานวิชาการในโรงเรียนประถมศึกษา ปีการศึกษา 2564 จำนวน 420 คน ระยะที่ 2 การพัฒนากลยุทธ์การบริหารเครือข่ายความร่วมมือทางวิชาการของโรงเรียนประถมศึกษา โดยการประชุมผู้เชี่ยวชาญ (Expert Group Meeting) จำนวน 9 คน ระยะที่ 3 การตรวจสอบความเหมาะสม ความเป็นไปได้และความเป็นประโยชน์ของกลยุทธ์การบริหารเครือข่ายความร่วมมือทางวิชาการของโรงเรียนประถมศึกษา โดยสอบถามความคิดเห็นของผู้บริหารสถานศึกษาและหัวหน้างานวิชาการในโรงเรียนประถมศึกษา จำนวน 470 คน และระยะที่ 4 การจัดทำคู่มือการใช้กลยุทธ์การบริหารเครือข่ายความร่วมมือทางวิชาการของโรงเรียนประถมศึกษา และนำไปให้ผู้ทรงคุณวุฒิ จำนวน 5 คน ตรวจสอบความเหมาะสม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ร้อยละ และ ค่า PNImodified

ผลการวิจัยพบว่า

1. การบริหารเครือข่ายความร่วมมือทางวิชาการของโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ มีค่าดัชนีของความต้องการจำเป็นโดยรวม เท่ากับ 0.336 เรียงลำดับตามความต้องการจำเป็นจากมากไปน้อย ได้แก่ ด้านการกำหนดวิสัยทัศน์ของเครือข่าย ด้านการประเมินผลและการปรับปรุงพัฒนาการดำเนินงานของเครือข่าย ด้านการประสานหน่วยงานและองค์กรเครือข่าย ด้านการแลกเปลี่ยนเรียนรู้และการสื่อสาร ด้านการพัฒนาแผนยุทธศาสตร์ของเครือข่าย ด้านการมีส่วนร่วมของสมาชิกเครือข่าย และด้านการตระหนักถึงความจำเป็นในการสร้างเครือข่าย ตามลำดับ

2. กลยุทธ์การบริหารเครือข่ายความร่วมมือทางวิชาการของโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ มี 7 กลยุทธ์ ดังนี้ 1) สร้างเครือข่ายความร่วมมือทางวิชาการ 2) กำหนดวิสัยทัศน์เพื่อการบรรลุเป้าหมายของเครือข่าย 3) พัฒนาแผนยุทธศาสตร์ของเครือข่ายความร่วมมือทางวิชาการ 4) สร้างความเข้มแข็งในการมีส่วนร่วมของสมาชิกในเครือข่าย 5) พัฒนาประสิทธิภาพการประเมินผลการดำเนินงานของเครือข่าย 6) ส่งเสริมกระบวนการแลกเปลี่ยนเรียนรู้และการสื่อสารของเครือข่าย และ7) เสริมสร้างความเข้มแข็งของหน่วยงาน/องค์กรภายนอกเพื่อความร่วมมือทางวิชาการ 

3. กลยุทธ์การบริหารเครือข่ายความร่วมมือทางวิชาการของโรงเรียนประถมศึกษา มีความเหมาะสม ความเป็นไปได้และความเป็นประโยชน์ โดยรวมอยู่ในระดับมากที่สุด

4. คู่มือการใช้กลยุทธ์การบริหารเครือข่ายความร่วมมือทางวิชาการของโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานในภาคตะวันออกเฉียงเหนือ มีความเหมาะสมโดยรวมอยู่ในระดับมากที่สุด
 

The objectives of this mixed-method study were to: 1) explore the need of academic cooperation network management of primary schools, 2) develop the strategies on the academic cooperation network management of primary schools, 3) validate the appropriateness, feasibility and benefits of the developed strategies on the academic cooperation network management of primary schools, and 4) create a manual of the developed strategies on the academic cooperation network management of primary schools under the Office of the Basic Education Commission in the northeast. The study was divided into four phases. The first phase was the analysis of related literature and research articles, the interview with nine experts, a multiple case study on the academic cooperation networks of three primary schools where achieved excellent academic cooperation network management and the exploration of need of academic cooperation network management of primary schools by exploring the opinions of 420 school administrators and heads of academic affairs department in primary schools in academic year 2021. The second phase was the development of the strategies on academic cooperation network management of primary schools by organizing an expert group meeting with nine experts. The third phase was the validation of appropriateness, feasibility and benefits of the developed strategies on the academic cooperation network management of primary schools by inquiring the opinions from 470 administrators and heads of academic affairs department. The fourth phase was the production of the manual for the developed strategies on the academic cooperation network management of primary schools, which received appropriateness validation from five experts. Statistics used in data analysis were mean, standard deviation, percentage and PNImodified.

The study showed that:

1. The overall need of academic cooperation network management of primary schools under the Office of the Basic Education Commission in the northeast was at 0.336, which could be prioritized as: network vision setting, evaluation and improvement of network operation, cooperation between agencies and organizations in the network, knowledge exchange and communication, strategic plan development of the network, participation of network members and the recognition on the importance of building a network, respectively.

2. The developed strategies on the academic cooperation network management of primary schools under the Office of the Basic Education Commission in the northeast comprised seven strategies, namely 1) academic cooperation network building, 2) vision setting for target achievement, 3) development of academic cooperation network’s strategic plan, 4) member participation strengthening, 5) efficiency enhancement in operational results of the network, 6) promotion of knowledge exchange and communication process and 7) strengthening of organizations and external agencies for academic cooperation.

3. The overall appropriateness, feasibility and benefits of the developed strategies on the academic cooperation network management of primary schools under the Office of the Basic Education Commission in the northeast was at the highest level.

4. The overall appropriateness of the manual of the developed strategies on the academic cooperation network management of primary schools under the Office of the Basic Education Commission in the northeast was at the highest level.
